Where people in Port Arthur get the U.S. records Ukraine asks for
The citizenship registration of a child born in Port Arthur starts with the U.S. birth certificate, issued in Texas by the Texas Department of State Health Services, through Texas.gov or by mail, according to the CDC (CDC, Where to Write for Vital Records).
The apostille goes on the certificate and on the translation, as the Texas page explains.
In Jefferson County, where Port Arthur is, marriage records are kept by the Jefferson County Clerk (CDC, Where to Write for Vital Records), and for a new surname in a Ukrainian passport that certificate goes apostilled and translated.
