Ukrainian ID card and internal passport in the USA: why no office here issues them
Checked against the official pages on 22 October 2026. How we check.
The Embassy says it plainly: a new internal passport, booklet or card, cannot be issued at a diplomatic mission, and neither can an existing one be extended (Embassy page, in Ukrainian).
Chicago’s page, published in October 2026, adds that consular offices abroad simply do not have that power (Chicago page, in Ukrainian).
An expired ID card can still count
Cabinet of Ministers Resolution No. 1202 of 21 October 2022 keeps two kinds of documents valid: ID cards that expired from 30 days before 24 February 2022 onward, and 1994-model booklets whose photo for age 25 or 45 fell due in the same period.

They remain valid identity and citizenship documents and must be exchanged, or the photo glued in, within 30 calendar days after martial law ends (Embassy page, in Ukrainian).
| What you need | In the U.S. | Where it is done |
|---|---|---|
| New or renewed ID card | Not possible | State Migration Service in Ukraine, or a Document center abroad |
| Photo at 25 or 45 in a booklet | Not possible | State Migration Service in Ukraine |
| Passport for travel abroad | Yes, at the office of your district | Embassy or consulate general |
| Certificate of return to Ukraine | Yes | Embassy or consulate general |
For the services abroad, the Embassy and the consulates send you to the list of centers of the state enterprise Document at pasport.org.ua/centers. Chicago notes that one of them has opened in Canada (Chicago page, in Ukrainian).
Where the ID card gets in the way
Some procedures in the U.S. depend on it.
A passport in a new surname is issued only after the internal passport or ID card has been reissued in that name (Embassy passport page, in Ukrainian). Consular powers of attorney ask for a copy of the internal passport if you have one.
And an adult registered as a Ukrainian citizen abroad gets only a certificate of return, to get the ID card in Ukraine (Embassy page, in Ukrainian).
What you can do from the U.S.
You can keep your passport for travel abroad valid, which is enough for most consular steps, and file a tax number request with it. To travel to Ukraine without a valid passport, the certificate of return is the one-way document.
- Check the expiry date against Resolution 1202
- Keep your passport for travel abroad valid
- Look up the nearest Document center
- Bring the old ID card or booklet
