Ukrainian passport in the USA, new or renewed: e-Consul booking, the $130 money order and pickup
Checked against the official pages on 22 October 2026. How we check.
The passport is printed in Kyiv. The Embassy and the four consulates general take the application and the biometrics, then hand the booklet over when it arrives.
The Embassy is plain about the visit: documents are filed personally and its consular section takes nothing by mail (Embassy passport page, in Ukrainian).
Start by checking which office covers your state on our appointments page. The Embassy’s FAQ sends people who live outside its district to the consulate that covers their state (Embassy FAQ, in Ukrainian).
Renewing an expired or expiring passport
There is no separate renewal procedure.
Replacing a passport that has expired, or is about to, is the same in-person filing as a first passport: Chicago’s page calls it an exchange and gives it the same list (Chicago passport page, in Ukrainian).
The Embassy asks for every passport you have held, expired ones included, with copies of pages 1 and 2 and of any page with stamps (Embassy passport page, in Ukrainian).
The fee does not change for a renewal: $130 from age 16 and $40 under 16. If the old passport carries a valid U.S. visa, you can keep it once the office cancels it, as explained further down.
Who has to come, by age
From 14, the applicant comes and files personally. Between 12 and 13 the child must be there, but a parent files. Under 12 the child can stay home if you bring a photo that meets the rules (Embassy passport page, in Ukrainian). The same ages apply when you collect the passport.
| Age | Must the applicant come? | Who files |
|---|---|---|
| 14 and over | Yes | The applicant |
| 12 and 13 | Yes | One parent |
| Under 12 | No, with a valid photo | One parent |

The passport is valid for ten years from age 16 and four years below it (New York passport page, in Ukrainian).
Booking in e-Consul
Every office books passport visits in e-Consul.
You log in with Diia.Signature, BankID or a qualified electronic signature, and you make one booking per person (Embassy FAQ, in Ukrainian).
Confirmation rules differ by office: Chicago cancels a booking that is not confirmed in your e-Consul account 14 days before the visit (Chicago booking page, in Ukrainian).
The Embassy has a fallback for people in its district who cannot identify themselves online for reasons beyond their control.
If you have no valid passport (internal or foreign), carry the “permanent residence in the USA” stamp, or are a foreigner, you can request an “additional booking” by email with the form on its FAQ, and the answer comes within five working days.
Men aged 18 to 60 cannot use it, because the Reserv+ app they need also requires BankID (Embassy FAQ, in Ukrainian).
The documents
Bring the originals and a copy of each. The Embassy’s list (Embassy passport page, in Ukrainian):
- the application form, printed, filled out and signed with the date of the visit (from 14 by the applicant, under 14 by the parent who files);
- every Ukrainian passport for travel abroad you have, expired ones included, with copies of pages 1 and 2 and of any page with stamps;
- the internal passport or ID card, or the birth certificate if you have no internal passport;
- your Ukrainian taxpayer number (RNOKPP), if you have one: with it the new passport shows up in the Diia app;
- a document with your Ukrainian address, if you have one;
- for men aged 18 to 60, the printed Reserv+ e-military document, also when filing for a child;
- the money order;
- proof of your legal stay in the U.S. (green card, I-94, a USCIS notice or an employer letter);
- proof of your U.S. address (driver’s license, utility bill, lease or an official letter in your name).
For a child under 14, add a parent’s passport and the birth certificate. A U.S. birth certificate goes apostilled, with a notarized Ukrainian translation that is apostilled too, or certified by a notary in Ukraine.
A child born in the U.S. who never had a passport first needs the citizenship registration, unless both parents were Ukrainian when the child was born.
The fee and the money order
The $130 is two items of the consular fee table: $90 for the passport and $40 for processing the data (fee table, in Ukrainian). Under 16 only the processing part is charged, so the money order is $40.
| Applicant | Money order | Pay to |
|---|---|---|
| 16 and over | $130 | The office where you file |
| Under 16 | $40 | The office where you file |
The “Pay to” line must name the office: “Embassy of Ukraine”, or the consulate general in New York, Chicago, Houston or San Francisco. “Pay from” carries the applicant’s surname in English (Embassy passport page, in Ukrainian). Banks and USPS sell money orders.
Photos
The photo is taken at the office at no charge. You bring one only for a child under 12 who stays home, for a child under 6 even if present, and at a mobile consular session, where everyone brings one.
It is 4 by 6 inches (10 by 15 cm), on a white background, mouth closed, signed on the back; the 2 by 2 inch size is not accepted (Embassy FAQ, in Ukrainian).
How long it takes and where you collect it
The offices give three different waits.
The Embassy’s passport FAQ says up to three months, delivery from Kyiv included; Chicago’s passport page says one to four months; and Houston’s page says the production time is undetermined under martial law and that the applicant carries the risk of a long wait (sources: 1 in Ukrainian, 2 in Ukrainian, 3 in Ukrainian).
Follow the status at passport.mfa.gov.ua with the session ID you get when you file. “Document arrived at the diplomatic mission” is the one that matters: the Embassy says its staff do not call to tell you (Embassy passport page, in Ukrainian).
| Office | Collecting the finished passport |
|---|---|
| Embassy | Finished passports are handed out without an appointment, at set times: Monday 2:00–3:00 p.m., Tuesday 4:00–5:00 p.m., Wednesday 3:00–4:00 p.m., Thursday and Friday 11:30 a.m.–12:30 p.m. (source, in Ukrainian) |
| New York | Finished passports are handed out without an appointment on Monday and Wednesday from noon to 1:00 p.m., and other documents every weekday from 9:00 a.m. to 1:00 p.m. (source, in Ukrainian) |
| Chicago | Finished documents are handed out without an appointment during working hours, Monday to Friday (source, in Ukrainian) |
| San Francisco | Finished documents are collected Monday to Friday from 2:30 to 3:30 p.m., with a Setmore booking (source, in Ukrainian) |
| Houston | Finished passports are handed out without an appointment, Monday to Friday from 9:00 a.m. to 1:00 p.m. (source, in Ukrainian) |
From age 12 the passport is handed over only after a biometric check, so the applicant comes in person, and nobody mails it. Bring the old passport unless you left it at the filing.
The Embassy keeps an uncollected passport for up to two years from arrival, not counting martial law, and then destroys it (Embassy pickup page, in Ukrainian).
Instead of a second trip you can pay for delivery to one of 17 VFS Global centers, from Atlanta to Seattle. You pay by card on the VFS portal after you get your session ID, then email the receipt and the form to the office.
VFS will not take a passport if you hold two or more passports, if your old one has a consular registration or permanent-residence stamp, or if the passport has already arrived at the office (Embassy VFS page, in Ukrainian).
If your case is different
Four situations change what you bring or what happens to the old passport:
Your passport was lost or stolen
File a police report first. The Embassy wants the long form, with the date, the agency, your name and the reason: loss of the passport. Add the special application form and a copy of the lost passport if you have one (Embassy passport page, in Ukrainian).
You changed your surname
Add the marriage certificate, divorce certificate or court order. The internal passport or ID card has to be reissued in the new name first (Embassy FAQ, in Ukrainian), and that is done only in Ukraine: see Ukrainian ID card.
Your old passport has a valid U.S. visa
You may keep it, after the office cancels it by punching the machine-readable zone. Nobody may hold more than two passports for travel abroad, expired ones included (Embassy FAQ, in Ukrainian).
Extending the old passport by hand
The consul can extend a passport with a handwritten entry, but the Embassy advises it only when it is urgent: U.S. authorities and airlines do not always accept it, and an extended non-biometric passport gives no visa-free entry to the Schengen area (Embassy FAQ, in Ukrainian).
- The signed application form
- Every Ukrainian passport you hold, with copies
- Internal passport, ID card or birth certificate
- Proof of legal stay and of your U.S. address
- The money order made out to your office
- Men 18 to 60: the printed Reserv+ document
