Ukrainian power of attorney from the USA: signing before the consul, $50 or $80, and the pension certificate

Power of attorney
A power of attorney for Ukraine is signed in person before the consul, with a separate booking for each document. It costs $80 for property matters ($50 if the agent is your parent, spouse or adult child) and $50 for other matters. In Ukraine your agent must have it registered by a notary before it has any force.

Checked against the official pages on 22 October 2026. How we check.

The consul certifies powers of attorney for property and for everything else, wills, signatures, copies and translations. What the consul cannot certify is a contract that transfers real estate, such as a sale or a gift of a house, an apartment or land (Embassy page, in Ukrainian).

What it costs

Each fee has two parts: the power of attorney itself and $20 for certifying your signature on the application to register it in Ukraine’s Unified Register of Powers of Attorney (Embassy page, in Ukrainian).

Kind of power of attorney Total Made up of
Property: real estate, vehicles, money, bank accounts, securities $80 $60 + $20
Property, to a parent, spouse or adult child (originals proving the relationship) $50 $30 + $20
Non-property: documents, residence registration, court, inheritance without disposal $50 $30 + $20
Two ways to sign a power of attorney

Pay by money order (any U.S. bank, USPS, Western Union or MoneyGram) or cashier’s check. Cash, cards, personal checks and transfers are not accepted.

The documents

  • the application, printed and signed by hand;
  • your valid passport for travel abroad and a copy of the first page (or a valid internal passport);
  • a copy of the internal passport or ID card and of your registration extract, if you have them;
  • a copy of your taxpayer number card;
  • copies of your agent’s internal passport and taxpayer number;
  • for property: copies of the ownership documents or the vehicle registration;
  • the money order or cashier’s check, with a copy.

The list is the Embassy’s (Embassy page, in Ukrainian). Men aged 18 to 60 also bring the printed Reserv+ document.

Before the visit

If you have a draft, email it in Word to the consular section at least a day ahead, with your name and the date of your visit. The Embassy also advises agreeing on the draft with the notary in Ukraine first, because people often misunderstand what the notary there wants (Embassy page, in Ukrainian).

Book once per notarial act: one power of attorney is one booking, a power of attorney and a sworn statement are two.

Notarial work at Ukrainian offices is done only in Ukrainian, and nothing can be changed once the document is signed; a mistake means a new document and a new fee (Embassy page, in Ukrainian).

After the signing

The Embassy certifies the document on the day you bring everything, and hands it out in the afternoon. You then send two originals to Ukraine yourself: the power of attorney and the application for its registration.

Your agent takes them to any notary in Ukraine, public or private, who enters it in the Unified Register.

Without that registration the power of attorney is not valid (Embassy page, in Ukrainian).

Pensions: proof that you are alive

Pensioners living in the U.S. usually need a certificate that they are alive for the Pension Fund of Ukraine. The Embassy issues it for $20, certifies an application to assign or resume a pension for $20 and certifies copies of internal passport pages for $10 each.

You then mail the package yourself from your U.S. address to the Pension Fund office that pays you (Embassy page, in Ukrainian). Ask that office for its list first.

Using a U.S. notary instead

Powers of attorney and statements can be signed before a local notary, then apostilled by that state’s apostille authority (usually its Secretary of State) and translated into Ukrainian (Embassy page, in Ukrainian). See apostille for Ukraine.

Two powers of attorney

Two different powers of attorney to different agents can share a booking if you email the Embassy right after booking (Embassy page, in Ukrainian).

Who pays no fee

Chernobyl victims of categories 1 and 2, people with disabilities of groups I and II, children with disabilities, orphans and their legal representatives, with proof (Embassy page, in Ukrainian).
