The Embassy of Ukraine, at 3350 M Street NW, Washington, in Georgetown, represents Ukraine to the U.S. government, and its consular section works as the consulate for the District of Columbia, the states from Florida to Ohio on its list, Puerto Rico and the U.S. Virgin Islands (source, in Ukrainian).
It keeps the list of Ukraine’s honorary consuls in the country and runs mobile sessions: its calendar for the year ends with Parma, Ohio, from 24 October 2026, Miami in November and Charlotte in December (source, in Ukrainian).
How to book an appointment at the Ukrainian Embassy in Washington, D.C.
Book in e-Consul (e-consul.gov.ua), signing in with Diia.Signature, BankID or an electronic signature; each person and each service needs its own booking (source, in Ukrainian).
If you cannot sign in and have no valid passport, or have a permanent-residence stamp, you can ask for an extra booking by email, but men aged 18 to 60 cannot use that route (source, in Ukrainian).
People with a group I or II disability, servicemen and their families are seen out of turn after an email to the consular section.

Even with an appointment, expect to sit for about an hour before your name is called, and the order did not seem to follow the booking times.
Sonia N.
I called the line for five days without an answer. When someone finally picked up, the call ended as soon as I spoke English, even after choosing the English option.

What is done elsewhere:

A selection of the fees in the table shared by the Embassy and the four consulates general (source, in Ukrainian):

- A certificate of return: $30

The offices give three different waits.
The Embassy’s passport FAQ says up to three months, delivery from Kyiv included; Chicago’s passport page says one to four months; and Houston’s page says the production time is undetermined under martial law and that the applicant carries the risk of a long wait (sources: 1 in Ukrainian, 2 in Ukrainian, 3 in Ukrainian).
The passport guide sets the three waits side by side.

What an embassy does and what a consulate does
An embassy represents its country to the host government; consulates look after their own citizens and issue visas in a given area.
In Washington the two roles share a building: the Embassy’s consular section does a consulate’s work for the District, the states on its list, Puerto Rico and the U.S. Virgin Islands.
Ukraine has four consulates general in the U.S.: New York, Chicago, San Francisco and Houston, each with the district it publishes. The appointments page sets the five offices side by side.
