Ukrainian military registration from the USA: Reserv+, men aged 18 to 60 and what consulates do
Checked against the official pages on 22 October 2026. How we check.
Military records are kept by the territorial recruitment and social support centers (TCC), regional bodies of the Security Service and the intelligence agencies.
The Embassy says so on its military registration page (Embassy page, in Ukrainian), and San Francisco’s page repeats it (San Francisco page, in Ukrainian).
The Reserv+ document at the consulate
Under martial law, a man aged 18 to 60 gets a consular service only with the printed electronic military registration document from Reserv+. It has to be valid on the day of the service and show that the personal data were confirmed.

The rule also applies when he acts for his minor children, unless the other parent is a foreigner or stateless (Embassy page, in Ukrainian).
The Embassy’s FAQ adds a time limit: the document must be generated no earlier than three days before you file. Without it, the only document a man of that age can get is the certificate of return (Embassy FAQ, in Ukrainian).
| Situation | What to do |
|---|---|
| Your data in Reserv+ are current | Print the e-document within three days of the visit |
| Reserv+ shows wrong data | Write to Reserv+ support, not to the consulate |
| You were removed from the records after leaving Ukraine | Send an application to the TCC through San Francisco or Houston |
| You have no BankID | Only a certificate of return is possible |
When Reserv+ does not work
The Ministry of Defense asks men who cannot update their records in the app to write to Reserv+ technical support at [email protected], with full name, taxpayer number, phone number, date of birth and a description of the problem (Embassy page, in Ukrainian).
Reserv+ needs BankID to log in, which is why a man who has just become a Ukrainian citizen through territorial origin cannot use it (Embassy page, in Ukrainian).
The Embassy’s pages do not explain how to get BankID from the U.S.; its passport FAQ offers an email booking to people who cannot identify themselves online, and rules it out for men aged 18 to 60 for this very reason (Embassy FAQ, in Ukrainian).
Getting back on the records from the U.S.
San Francisco and Houston describe one thing a consulate does pass on: an application to be registered again, for citizens removed from military records because they left Ukraine for more than three months.
Under Cabinet Resolution No. 563 of 16 May 2024 they had to register within 30 days, either in person at a TCC or through the consulate, with an application addressed to the TCC or security body that removed them (San Francisco page, in Ukrainian, Houston page, in Ukrainian).
San Francisco takes the application by mail, with a copy of the first page of your passport for travel abroad and proof of removal from the records, such as the permanent-residence stamp or a TCC certificate.
Medical commission
Cabinet Resolution No. 932 of 16 August 2024 lets the military medical commission decide on the basis of the records in the eHealth system, and lets people with disabilities and certain illnesses pass it without an examination (Embassy page, in Ukrainian).
Consular registration and the TCC
Houston’s page explains that consular offices notify the district TCC when a conscript or reservist is taken on or off consular registration (Houston page, in Ukrainian). See consular registration.
