Ukrainian consular registration in the USA: permanent or temporary, $20 or $40, by mail too

Consular registration
Consular registration with the Embassy can be done in person or by mail. It costs $20 with an answer within ten working days, or $40 for same-day registration in person. Permanent registration is only for people whose passport carries the permanent-residence-abroad stamp.

Checked against the official pages on 22 October 2026. How we check.

There are two kinds.

Permanent consular registration is for citizens who have permission to live abroad permanently, granted by the State Migration Service or a consular office, with the matching stamp in the passport (Embassy page, in Ukrainian).

Temporary registration is for everyone else who lives in the district for now, on a green card, TPS, U4U or an I-94 (Embassy page, in Ukrainian).

Both are done only within the office’s consular district: the Embassy registers residents of its states.

The documents

For either kind the Embassy asks for (Embassy page, in Ukrainian):

  • the application, signed by you from age 16 or by a parent for a younger child;
  • your passport for travel abroad and a copy of pages 1 to 5;
  • a copy of a document that shows your place of birth (internal passport or birth certificate);
  • a copy of the registration or deregistration of your place of residence in Ukraine, or of the booklet passport;
  • a copy of the document that shows your status in the U.S.;
  • a copy of a U.S. document with your address in the district, such as an ID or driver’s license;
  • the money order;
  • a photo of 4 by 6 inches (10 by 15 cm) for scanning.
Consular registration: two kinds

By mail

You can mail the packet to the Embassy’s consular section by USPS, UPS or FedEx. Then the original passport goes in the envelope, together with a prepaid return envelope with your address filled out, for the passport and the registration certificate.

By mail there is no urgent route, so the fee is $20 (Embassy page, in Ukrainian).

What registration sets in motion

Consular registration is not only a record at the office. Houston’s military page says that consular offices notify the district TCC when a conscript, a person liable for military service or a reservist is taken on or off consular registration (Houston page, in Ukrainian).

It also affects passport delivery. A previous passport with a consular registration stamp rules out delivery of the new one through VFS Global, so that passport is collected at the office or at a mobile session (Embassy VFS page, in Ukrainian).

A child under 16

A parent signs the application; for temporary registration add the parent’s passport and a copy (Embassy page, in Ukrainian).

You want it today

Book an in-person visit and pay $40: you are registered on the day you come (Embassy page, in Ukrainian).

You have no permanent-residence stamp yet

Temporary registration is the one for you. The stamp itself comes from the permanent residence procedure described in renouncing citizenship.

For registration by mail
  • The signed application
  • The original passport and copies of pages 1 to 5
  • Copies of the other documents
  • A 4 × 6 inch photo
  • A money order for $20
  • A prepaid return envelope with your address
 Mailing the packet is allowed, but then only the $20 route applies: the same-day option is for visits in person.
