Apostille for Ukraine: U.S. documents in the state that issued them, Ukrainian ones only in Ukraine

Apostille
U.S. documents for Ukraine get their apostille from the authority of the state that issued them, not from a Ukrainian consulate. In most states that is the Secretary of State, but not in all: the table below gives each one. Ukrainian documents for use in the U.S. can be apostilled only in Ukraine: the Embassy does not do it.

Checked against the official pages on 22 October 2026. How we check.

The Embassy explains it through the Hague Convention that abolished legalization: a document from a member state has the force of an official document in Ukraine once it carries the apostille, and the Embassy points U.S. applicants to the apostille offices of the states (Embassy page, in Ukrainian).

U.S. documents going to Ukraine

The apostille is issued by the authority of the state where the document was issued. The Embassy’s page links the apostille offices of a number of states, among them:

District of Columbia os.dc.gov
Florida dos.myflorida.com
Georgia gsccca.org
Ohio ohiosos.gov
Texas sos.state.tx.us
Virginia commonwealth.virginia.gov

Documents issued by federal agencies, such as an FBI background check, get their apostille from the U.S. Department of State’s Office of Authentications, not from a state (HCCH list).

The translation needs its own apostille

For citizenship files, Ukrainian offices go one step further. A birth certificate gets its apostille, then a notarized Ukrainian translation of the certificate and the apostille, and then a second apostille on that notarized translation.

The Embassy will not accept the translation apostilled before the certificate or on the same day (Embassy page, in Ukrainian).

The same chain applies to marriage certificates and background checks in a territorial-origin file (Embassy page, in Ukrainian).

The alternative for the translation is a notary in Ukraine. For a renunciation file, the Embassy also certifies the translation itself for $50 (Embassy page, in Ukrainian).

Ukrainian documents going to the U.S.

The ministry that apostilles a Ukrainian document depends on who issued it (Embassy page, in Ukrainian):

Document issued by Apostilled by
Ministry of Internal Affairs and its service centers Ministry of Internal Affairs
State Migration Service (migration, citizenship) State Migration Service
State Tax Service State Tax Service
Schools, universities, education bodies Ministry of Education and Science
Justice bodies, courts, state archives, notaries Ministry of Justice
Any other official document Ministry of Foreign Affairs

For documents of justice bodies, courts, archives and notaries, an individual pays 670 hryvnias for applications filed from 1 January 2026 (Embassy page, in Ukrainian).

If you order a Ukrainian civil-status document through the Embassy and want it apostilled, the consular fee is $50 instead of $20, plus the apostille duty paid separately to the State Treasury account (Embassy page, in Ukrainian). See documents from Ukraine.

A power of attorney signed before a U.S. notary

It needs the apostille of the state where the notary works (the table above gives the authority) and a certified Ukrainian translation to be used in Ukraine (Embassy page, in Ukrainian).

Your document is from a Caribbean country

The Embassy’s district includes several Caribbean states, and its page links their apostille authorities too (Embassy page, in Ukrainian).

You need a Ukrainian document apostilled while in the U.S.

Order it through the Embassy with the apostille option, or ask someone in Ukraine to file it with the right ministry. The Embassy does not apostille Ukrainian documents (Embassy page, in Ukrainian).

Before you send papers to Ukraine
  • Apostille from the issuing state
  • Notarized translation of the document and the apostille
  • A second apostille on the translation, on a later day
  • Copies of everything
Ukrainian documents are apostilled only in Ukraine: no consulate in the U.S. can do it for you.
