What you do not need a consulate for
Three of the most searched Philippine procedures in the United States are not consular procedures at all, and knowing that is worth more than knowing the opening hours:
The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Oregon come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; its fingerprints can be taken at a consulate or at a police station, according to the NBI.
Two things are worth the journey because they cannot be done any other way: passport biometrics and the oath. For a special power of attorney there is a second route, a local notary and an apostille, according to the notarial page of the Chicago consulate.
By road, Portland is 174 miles from the Seattle consulate (3 h 27 min at posted speed limits). Seattle's pages say passport services are temporarily unavailable during its soft opening, and they do not say where to apply in the meantime.
