What you do not need a consulate for

Three of the most searched Philippine procedures in the United States are not consular procedures at all, and knowing that is worth more than knowing the opening hours:

The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in the Northern Mariana Islands come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; its fingerprints can be taken at a consulate or at a police station, according to the NBI.

What does require you in person is your biometrics for a passport and the oath of allegiance. A special power of attorney can be signed at the consulate or before a local notary and then apostilled, according to the notarial page of the Chicago consulate.

Guam books its consular services on its own ticket system, up to 14 days ahead, and its terms say it does not take appointment requests by email.
